The recent report from the Legislative Analyst’s Office (LAO) shows that strong state revenue will create significant new funding opportunities for K-14 public schools. It is now very likely that Jerry Brown will be able to achieve “full implementation” of his major school funding reform, the Local Control Funding Formula (LCFF), in his final year as Governor. School advocates will have to make the case that reaching the initial LCFF target is not the same as achieving sufficient per-pupil funding for all California students. The 2018-19 state budget will provide an opportunity to increase funding provided to schools through the LCFF, while also addressing funding for other educational priorities.
Although the economy has steadily improved, providing some fiscal stability and consistent revenue growth, recent allegations and controversies are generating political instability at both the state and federal level. At the same time, school districts are facing rapidly increasing cost pressures despite several years of economic recovery and growth. With all of the political “noise,” it may be a challenge to help politicians focus on long-term school funding and policy goals.
