The Governor’s May Revision to his January Budget proposal will be a crucial event for school budgeting and LCAP development. Recently released data from the State Controller’s Office indicates that tax receipts by the end of February are about $2.5 billion above revenues assumed in the January Budget proposal, and nearly $5 billion higher than projections in the 2017 Budget Act passed last June.
Projections for annual growth in the Proposition 98 Guarantee are likely to spur calls to improve California’s per-pupil spending on K-12 public education, recognizing that full implementation of the LCFF is a significant achievement but not a sufficiently ambitious goal if we hope to move California schools up from near the bottom in terms of educational resources and funding.
