The workshop will explain the latest revenue estimates and projections that will determine whether the funding and programs from Governor Newsom’s January budget proposal are likely to make it into the final 2019 Budget Act. After several months of lower than anticipated state personal income tax (PIT) revenue, there is a great deal of attention on a possible rebound in PIT receipts related to the April 15 deadline. Given the very short time period between Governor Newsom’s inauguration and the release of his January budget, the May Revision will also include more important clarifications and fine tuning than usual with respect to K-12 and early education proposals.
As always, our team will explore the fiscal and political implications of the changes proposed in the Governor’s May Revision, provide advice regarding the likely response from the Legislature, and discuss how a final budget deal might come together.
